Does Pha's protection force a player trying to use a shooting breath weapon attack on a Pha's protected unit to roll a 4+ to see if they can use their breath weapon? I know this sounds intuitive and I would say yes, but I just want to double check. Related information, brb, pps. 67, 167.

I would think yes. It is still classified as a shooting attack, and it does not use the BS skill of the firer. That pretty much meets all the requirements for Pha's Protection.

The real question would be what does Pha's mean by the "shot is lost" when taken into the context of a Dragon breathing fire that only gets to do so once per game.

On first thought, I'd say the breath weapon is used up. A war machine firing at a unit protected by Pha's will still be vulnerable to misfire. To me this implies the shot is taken. Definitely wiggle room, though. Wouldn't begrudge someone coming down on either side of that argument.

Basing this off the FAQ:

Q: If a unit is augmented by Pha’s Protection how does this
interact with Shooting attacks that do not specifically target a unit?
For example a cannon or stone thrower shot? (Reference)
A: Fire the shot as normal. If the template ends up over any
models in a unit that have been augmented by Pha’s Protection
roll a D6. On a 4+ the entire shot is discounted.
