Couldn't say what has changed... one wonders if this is a follow up to the power scroll change in WD ?

Wow thats a pretty radical change to power scroll.. GW usually doesnt make CHANGES to things that have no questions

The power scroll change is on page 4 (it says page 4 on the bottom of the page, anyway).
Unless I'm missing some other pink text, it's the ONLY change in the document.

It also shows that GW is willing to totally alter what a rule says instead of just clearing it up. Hopefully they'll errata more of 8th ed

Ain't that the truth.
It will take a lot of these kind of changes to get me back into Fantasy but it does give some (probably false) hope that GW will recognize problems with their games and offer solutions. In the meantime I'll continue voting with my wallet.

I hope they don't do that, Vulcan- or if they did, limit them in some other way... DE having a convincing deathstar of their own would make them insane again.
That's the problem with them just making arbitrary changes, they'll nerf some things and leave others untouched (a la 8th ed)... but I am really glad about the power scroll change, as everyone agreed that it was one of the most overpowered items in the book.

How on earth is a T3, 5+ armor save elf going to make a deathstar? If someone tries, just shoot it to death. If you don't have shooting... you're likely playing WOC, in which case your infantry is far more hardcore than Black Guard and will tear right through them.
I just want the bloody things to be useful as an infantry block rather than a speedbump.

It's a free document online, would anyone mind if I posted the change to the Power Scroll?
Reference Section – Arcane Items, Power Scroll
Change to “POWER SCROLL 35 points
One use only. A Power Scroll can be used when the Wizard
makes a casting attempt. During that casting attempt, the
casting value of the spell is halved. You cannot choose to boost
a spell when using the Power Scroll.”
Pretty major change, but it seems a lot of tournaments already banned it so I don't know how much of a difference it will make.

I think we should refrain from comments of "Nerf unit X, please, I don't like it" in this thread. It's off topic and wishlisty (and after all, this isn't a rumor thread!  ).
I was on board with the Power Scroll change until I saw that it could not be used with Boosted Spells. Another instance of GW's current design team being unable to make changes without going too far in one direction or the other.

Not really. I'm sure Skaven will like casting the 13th on a 12 without wasting their own Grey Seer.
And in Storm of Magic ( If you play it ), this is actually better, seeing as you cant IF on the Fulcrum spells anyways.

I see it taking the same place as some of the other "trick up your sleeve" items. Run down your opponent's dispel dice, then use it for something like Mindrazor (normally 18+) to bring it down to a number that could be cast on two or even one die.

I think the change works. If you could use it on boosted spells, then why change it. I don't see that it needs to be a banned item at tournaments now. I do host and run local tournies so this is a positive change in my mind.

Just did this on Sunday. Saved 2 dice for it. Shield of saphery and mindrazor on 50 LSG in horde = 26 dead out of 36 chaos warriors.

True, getting the 13th off on a 13 (I believe you round up) is pretty nice, but still requires at least 3 dice to be reliably done.
Some of the super spells will still benefit though, despite not being able to boost. Dwellers, for instance, only benefits from a range increase; if you're already within 12" there's no point in boosting it anyway. As before Mindrazor on your own unit is cast on a paltry 9. So still a good powerful item to be sure, but not the IF game changer that got it banned from many tournaments.

The Battle for Blobs Park organizers said they'll be allowing it now, after it previously being banned.
I don't think it's useless- this is probably what it should have been all along. Maybe we'll see the "turn into a toad" scroll more often now
