Subject: Buildings, cover saves, distances?

Hi all, the last few games we've had we have been trying to sort out buildings, building rules and generally how many? what kind? (LOS, Ruins, armor values, etc).
Buildings, armor values? no armor values? If a template weapon hits the top floor does it hit all models beneath it?
How many inches up is a floor? the actual measurement or do people say each level is an inch or two inches?
The area around a building, is it considered difficult terrain? do you ever roll difficult terrain to get INTO a building?
Cover saves, do you give buildings a 4+ ? 5+? I was thinking on floors 1 and 2 where there's windows a 5+, and top floor where all models could fire and shoot is a 6+?
Do you lets all models shoot out of each level regardless of LOS through windows? My argument is that gives you an advantange, your already getting a cover save, why should you also be allowed to fire with all these units regardless of LOS?
What do you guys usually do ? we also had a big LOS blocker in the middle, but we still made it a building you could jump up 4 floors inside.
I play chaos, I'm usually the assault oriented type , lots of rhinos, move in fast, disembark, fire, assault, etc. Assaulting out of Landraiders.. I find it incredibly difficult to kill troops sitting in buildings with 4+ cover saves and I feel as the building owner I should write down some rulings for these buildings. Such as cover saves, LOS, or even firing points. Perhaps 4 per floor, that define 4 models per floor can fire. Then on the top floor the 6+ cover grants you full LOS for all your units making the insentive to jump on the top floor, superior LOS and slightly more range, harder to reach in melee but your downside is the cover save isn't as great. Does this sound reasonable?

Intact buildings have armour values. Clearly defined
You also have ruins - ruins do not have an armour value. THey are instead area terrain and provide cover saves
Ruins - Template weapons can only hit one floor above or below, and only one level. Blast weapons hit one level and one level only
Buildings - blast weapons only hit the building. Template weapons can affect an EMBARKED unit but ONLY if they hit a Fire Point.
3" for RUINS. No such thing as "levels" for a building - they are treated as a vehicle.
Coversaves for ruins usually a 4+. See the rulebook, defining terrain
No, TLOS is always used in RUINS - for buildings use fire points, and how many models can each shoot out you define pregame

So your saying a building would just be 12/12/12 and if i blow up that building, the troops would go flying ? like they would in a vehicle. I would roll hit, penetrating, then damage, and on a 5 they would disembark around it on a 6 they would take a S3 (or 4?) hit and be tossed out around it?

It sounds like you just need to have a read of the rules for Ruins and Buildings in the rulebook... This is all clearly spelt out for you there.

Going by your initial post, you have mashed the rules for Ruins and Buildings together. They're not the same.
Buidlings are essentially immobile Transport vehicles... not exactly the same, but fairly close.
Ruins are Area Terrain with some rules of their own.
You don't need to worry about cover saves or the distance between floors for Buildings... these only apply to Ruins.
