If a Librarian is embarked in a vehicle with a squad, what options does he have with respect to GoI?

I cannot imagine the vehicle is allowed to deep strike. Can the librarian and/or accompanying squad go from inside the vehicle and teleport anywhere within 24" of the hull (or firing points)?

Ork weirdboyz can deep strike out of vehicles, I don't see why GoI shouldn't be able to do the same. Of course the vehicle would never be affected, as it's not part of the librarians unit.
