I was reading the First Heretic, and a Biker Squad Sergeant has a jetbike. Have SM jetbikes been mentioned anywhere else?

They are stupidly rare and considered holy relics. (like alot of other things) A few chapters still have them, dark angels being one of them.

Back in the pre Heresy days, many imperial organisations used jet bikes inlcuding the Astartes, Custodians and the Guard.

I'd add that in the game's first edition, jetbikes were commonly available; even the Imperial Guard could use them.
Their rarity (or indeed the uniqueness of Sammael's) is a retcon.
