It has to be:
Cheap (I cannot stress this enough - my hobby budget has taken a nose dive recently).
Small (I don't have much room for storage).
Pretty good at CC (It looks like the way forward).
Tough (As high an armour save as suitably possible).
Competitive (I'm looking towards tournaments).
Any suggestions?

Sounds like a GK Termi army would be perfect.
Cheap? Yep.
Small? Some of the smallest armies in the game.
Pretty good at CC? Everyone has force weapons.
Tough? All terminators.
Competitive? Yep.

I've got the dex and I just don't see it.
I do like the sound of all Terminator armies though.

Yes. Yes they are. There're quite a few nice builds to go for, options for good AT and AI, and the points costs are very reasonable. By no means are they an instant win, and they require a bit of finesse to do properly, but they are definitely a competitive army.

Whack halberds on everyone and you'll be hitting most enemies first in cc! 2+ saves w 5+ invuns! Anti psychic! Frag grenades on terminators! standard points cost! Sounds competitive to me!
But i'll stick with blood angels! Any thoughts on them? You don't need many to have a desent force, specially if you go death.company!

A Death Company army is certainly fun, but not competitive by a long chalk. No scoring troops, so you rely on tabling the opponent. Rage also makes a mobile army capable of kiting you around the board easily.

Ahhhhh the DC army.
I have toyed with the idea of it and it certainly appeals.
The idea that it's all or nothing, kill or be killed, peaks my interest.
I've recently seen a DC army in action and while it lost the game, the carnage was amazing.

Army of Khorne using Death Company.
A bunch of crazed axe swinging loonies who just want to kill you?
I'd buy that for a dollar.

You can do a Deathwing army for very cheap if you just buy Assault on Black Reach Terminators and dreadnoughts, one half decent HQ model for Belial, and some conversion bits to make assault Termies and such. You basically described Deathwing or Grey Knights, and while the latter is a more competitive army, they're both pretty decent.

I must admit, I've never seen a Templar army in action at a tourney, but I've read the dex.
How are they tough and competitive?
Lots of Terminators, since they can have two heavy weapons and a skill? You are a bonified freekin genius. I forgot about AOBR Terminators.
I've seen them on eBay for as little as £10 for a squad.

They have preferred enemy in CC, yeah, that's awesome. They're tough as any Marines while their competitiveness is a little bit in question. However, they're sure as sugar not cheap. You're going to be buying a $30.00 upgrade sprue for every squad or two of men in your army, effectively doubling the cost.

Happy to help! A gaming buddy of mine did his Deathwing army the same way I just explained. You'll end up buying a few bits to make everything work, but you'll end up with a cheap army that looks good and paints up quickly.

You may want to look into Necrons also. I next to nothing about Space Marines, but `Crons to me seem ideal. Pertaining to cost, `Crons 1. have fairly low infantry numbers, 2. Extremely low heavy support (no need to spend 300 bucks on Russes like the IG) 3. Probably lower cost than other armies for vehicles. As for Close Combat, no `Cron has any WS less than 4 and most all squads can be upgraded with disruptor fields to bolster CC, And plus Pariahs and Necron Lords with warscythes have done me well in the past, very very well. Add in addition if you outfit the Necron Lords well enough you can turn them into CC mongers as well as great support for units they are near. Imagine leading a rush with Flayed Ones and Pariahs on a fortified (Insert army name here) position. Warscythes are great for vehicle killing also, the Lord can have a Nightmare Shroud and the flaming eyes upgrade to mess with the enemy and then pop! Back into the Monolith. Repeat as needed. All Necrons have fair saves and toughness 4 to boot and on top of that the WBB rule kinda rocks if you get lucky enough and don`t fail your rolls. As for competetive... I guess that`s a matter of opinion.

Necrons with low infantry numbers phase out faster and lose faster. Destroyers/heavy destroyers are good. Lower cost for vehicles? Nope. Monoliths are pricey. Close combat will see Necrons evaporate since they're utter garbage in hand to hand, lords with warscythes notwithstanding.
Avoid Necrons at all costs until they get a new codex.

True, true. Sorry, I keep thinking in IG sense where for a 2000 point game I'm going to need 6 tanks, 2 artillery pieces, 50 Guardsmen, Company command squad, 3 Vet squads, 4 Heavy weapons squads (with all 3 teams in each), 3 SW squads, 2 Hellhounds, and 2 Chimeras... And then paint. I always forget about phase out but compared to what I've had to put up with, buying 4 or 5 infantry squads and 2 or 3 squads worth of each type of elite with a couple destroyers and (for me) a max of 2 Monoliths seems like a cakewalk. And I'm not sure about the garbage, I've seen a squad of Pariahs and the Lord stand up to a good beating in CC against Eldar for quite a while. Granted, the Lord did a great job of keeping them from fleeing, but as far as combat went it was a decimation against Warp Spiders, Dire Avengers, a Seer Council... And don't forget Wraiths. I wasn't playing but the battle went well for the 'Crons once the Seer Council was wiped out. And WBB does make up for a lot of the meh-ness of some of their combat abilities. And again, it all comes down to what you roll. Necrons are one of those armies that are really influenced by luck of the roll, it's not like they can auto-win any fight they start but same way for losing. I do agree though, it's probably a better idea to wait for the new codex. However, Brother SRM, I will not argue with your view on the Necrons. You have by far much much more experience with 40k than me and thus have seen much more of the Necrons in action, no doubt. I concede to your better judgement, I just wanted to throw out what I've seen with the 'Crons.

You see, I already play 'crons, I have 3000 points of them. It's an army that still uses the old models.
My other army is Dark Eldar.
I'm reading through the DA codex and I am definitely gonna go with a Deathwingesque army, but I may use them as an Imperial Fist First Company force, as the Lysander model is one of my all time favourites.
