well in the novels last chancers had lascannons, plasma guns, and all kinds of goodies. After all they were put together by the inquisition so as far as fluff is concerned I don't see any reason that they couldn't use all the heavy hitting weapons. As for the list itself I'm not familiar with guard so I can't comment on that

In the omnibus of the last chancers there is two short stories included one of which has a battle with tyranids. It talks about one of the man having a lascannon firing at a carnifex and another having a heavy bolter later in one of the books Kage mentions taking out warriors with a guy having a plasma gun. I only remember this cause I just read it like two days ago. So while most of them have basic equipment a few had special gear
