In the BRB, the rules for Desperate Alliances state that
Power and dispel dice generated by the Winds of Magic must be split as equally as possible between the various allied armies.

I'm fairly sure that this means that the dice have to be split between the armies, even if one army lacks anything (Wizards, bound magic items, etc.) that can make use of those dice.
Fluff-wise, an army with nothing "sensitive" to the winds shouldn't care what the winds are doing. Rules-wise, it seems like it would be a counter-balance to running desperate alliances where one army takes as many wizards as possible and the other takes none. I've checked the rest of the BRB and the FAQs to no avail on this odd and specific situation. so I come to you for an opinion.
Any thoughts on this one would be most appreciated.

You are correct in that the dice are split evenly even if your partner has no wizards or bound spells. If the number rolled is an odd number the extra die has to be rolled for instead of being assigned to the team with the wizard.

Yes, dice are split evenly. You can still dispell RIP even with no wizards, so it isnt entirely useless...
