Hello I just started playing 40k I have the Codex i know some of the rules but im about to get the Rulebook and so i was wondering what is good army list for Chaos Space Marines?
Also can you make a Imperial Guard regiment entirely made of Traitors and still play them as normal imperial guard?

This is very much the cookie cutter tournament-style list that Chaos Marine armies take. You could take it, but it's pretty boring.
Marines in rhinos do well, with armored support from Vindicators and Predators. It's fun to build with a theme in mind, like lots of Vindicators for Iron Warriors, or lots of daemons for Word Bearers.

That is just daemons most the time and apparently you can't you Daemons with a CSM army, i only learned that recently and I was just thinking huh?

As a word bearer,I am ashamed to say that this fails horribly,since we can't get decent daemons.
We don't get any of the named deamons that exist within the Daemons codex. All CSM can take is Spawn, and greater daemons, nothing in between.

The best and most fun way to start any army is to get what you think looks cool. But of course since it's mandatory start with an HQ and 2 troops. You can if you want do a mono chaos god list but thats just limiting yourself really. And daemons can be used with Chaos marines but only in the form of a daemon prince, summoned daemons, and a greater daemon. I would really start small though it's easier on the wallet and gives you something to work on maybe play some small scale games and think about what you want to add.

Why does no one think this is a good idea? if you think somethings fun and going to spend hours learning tactics and painting shouldnt you do something you just think is awesome?

Yeah you should do something awesome but if you buy a whole army at once than you're going to quickly feel overwhelmed with all the work you have and your models won't look as good as they could. at least thats how it is with my group.

There are no "good" chaos lists, merely lists which ensure that you have a fighting chance.
Try
- 2x Daemonprince, mark of nurgle, wings,warptime. Lashprinces are a joke these days so don't use them. Sorcerers might be an alternative.
- use small squads of plaque marines ( with 2xmelter, nothing else ) in Rhinos as object takers. Alternatively you might be able to use normal chaosmarines ( i prefer melter + combimelter +rhino and nothing else ) if you have to save points
- small squads of terminators with combimelters for termicide can work well
- at the very least 2x2 squads of Obliterators, accept no substitutes.
There are other chaoslists ( including Havocs with 4xmelter in Rhinos, large numbers of Chaosmarines, Chosen with lots of melters) but the above mentioned one is
is relatively well known. ( still, don't expect to win much against optimised 5.edition lists )
