Is a Wizard with the Lore of Fire considered to have flaming attacks apart from the spells? I mean, in close combat is he considered to have flaming attacks?

Same for a wizard (sorcerer) with the mark of Tzeentch. Although not all the spells of the Lore are flaming attacks, if he chooses Flickering Fire of Tzeentch (a flaming missile attack) is he then considered to have flaming attacks?

A model with flaming spells is considered to have flaming attacks for the purposes of causing fear in warbeast models, I believe.

No, a wizards attacks are not flaming even if they have spells that are. Stream is correct in saying that they cause fear in warbeasts, since they have the ability to cast flaming damage during the magic phase, but they are plain attacks during and close combat.

interesting. Unless it states in their normal ruiles like herald of Tzeentch regardless of lore has flaming attacks.
