The only rules for the scythed heirodule are in IA.

IA4 and IA-Apoc1 both have them. IA-apoc1 is much cheaper but IA4 is one of the best IA books to read!

The rules for the Scythed Heirodule are only usable with Imperial Armor or with Apocalypse.

Almost every Forge World model is Apocalypse-only. It's more of a luxury model than anything else. Regardless, you shouldn't have too much trouble getting in a just-for-fun game with your friends and convincing them to let you use the Scythed Heirodule; IMHO it's not as powerful as the Barbed Heirodule anyways.

This is simply not true. Almost everything except gargantuan creatures and super-heavies is usable in 40K with standard FoCs.

This is why the IA-Apoc books (which are rules summaries - not just for Apoc) have lists at the back detailing what force org slot all the various units fit into.
