Alright so this is a rough 500pt army list that I wrote up. It has some of the stuff I own and some stuff I need/want. I'm still new to IG and 40k in general so any help would be welcome. I built this with my buddy's APC heavy army in mind. Also any advice for taking on plague marines would be welcome.

Are the games you're going to play just for fun, or are you wanting a competitive list? This list is not so great if you prefer the later. Drop the stuff from your CCS its all pretty useless. If you want to keep the list somewhat as is I'd put the lascannon in the CCS. Your vets are tied down with heavy weapons and flamers are kind of a waste with vets as they have BS4. A pretty common strat in this bracket is give one vet squad x3 meltas and the other x3 plasma and slap them both in chimeras. I'm about to run out the door so I dont have time to add up the points but I might be able to tomorrow. The Hydra I've never tried but it might be great as I know alot of people use skimmers to deadly effect in this point bracket.

If your fighting Pague marines, plasma guns are your friend. Stick your guys in cover and force them to come to you with heavy weapons.
IMO, there are two picks for heavy weapons for Guard... ACs and LCs. For AV 12+ vehicles, LCs are your only hope at range. For AV 12-, AC really is your best choice due to the Str 7 and the 2 shots per turn.
For special weapons, melta guns and plasma guns are the best shoices, specially on BS 4 troops that can make those shots count. I actually like putting flamers on PCSs. I do not like GLs due to the Str 3 Frag and Str 6 Krak with AP 4. The Krak doesn't really hurt vehicles and gives power armor it's save so doesn't even kill Marines. Two good things about GLs is the range and it being Assault.
For a low point army, I would avoid the Chimeras and focus on getting more boots on the ground with better equipment.
Here is what I would do at 500pts.
CCS - 90pts
Plasma gun, Vox, LC
Vets - 130pts
3x Plasma guns, LC, Vox
PCS - 60pts
4x Flamers, Plasma pistol
PIS - 90pts (blob)
1 Melta gun, AC, Power weapon, Melta bomb, Vox
PIS - 130pts (blob)
1 Melta Gun, Commissar, AC, Power weapon x 2, Melta bomb
Put the CCS and the Vets in cover within 12" of each other. I would also have the blob within 12" of the CCS as well, in cover if you lose 1st turn. Issue 'Bring it Down!' On the Vets, CCS, or Blob to destroy vehicles/MCs. Once all transports are popped, advance the blob with the goal of getting into Close Combat. The PCS also advances to flame weaker troops hiding in cover near on an objective. The PP gives them a shot in the dark against a walker, MC or transport as well as power armored troops (plague marines).

Thanks for the tips. I do want to do some competitive games, so it'll be good to get in the habit of thinking that way.
I like the ideas that you guys are giving me, but neither of you said anything about the snipers, positive or negative. Are they just not worth keeping around? I wanted to use them on a deamon prince that beats the hell out of most troop types. I was thinking they could take off a wound or two before he got too close. For how cheap they are I thought they would work well and leave me an ok amount of points for other stuff.
I'm a little nervous about leaving all my guys on foot. Most of the people by me run APCs with heavy flamers. I've seen plenty of troops in cover just get lit up by those.
I have a hydra and a LRBT that I could use for heavy support. I was thinking of taking just vets and one of those.

If you really want vehicles, you would have to look at bigger point games. Simple fact of Guard is that the Vehicle usally costs as much as the troops in it... 70pts for a Vet squad, 55pts for a chimera, 150pts for a LRBT... your doubling the points needed by adding vehicles, but your not nessarily doubling your firepower.
Snipers... they wound on a 2+ and are fine for high toughness critters that depend on their toughness and not armor (Ogryns, Wraithlords, Demon Prince, Ork biker nobs, some Nids, ect). Remember they are heavy so you can't be moving and only have a 36" range. But that is all they effect... anything with armor you have to hope they roll bad.
Problem is melta guns and plasma guns really do the /same/ thing but can hurt any troops due to AP 1-2, vehicles (specially the melta), and high toughness critters (I don't know of anything with better than a T 8 in the game) because they are also str 7-8. The versitility just blows sniper rifles away, even if they have an extra 12"-24" of range. Oh, you can also move and shoot with them. Same thing goes in my opinion of the GL and why the GL is a sub-par weapon in comparison. Your just cheating yourself by not getting melta or plasma and taking something subpar.
As for the list I gave you, I have two LCs at BS 4 and 2 ACs at BS 3, in 3 units with Voxs for the Order 'Bring it Down!' to make 2 of those units twin-linked at 500pts. If they get flamers that close to you, your failing the list. You should kill 2-3 vehicles a turn with average dice. And at 500pts, the enemy doesn't have more than 2-3 vehicles.

Tom is right, 500 points isn't at such a high level where footslogging just gets slammed, vehicles are much too expensive for a low point game, people will have them, but you have to understand, if you have enough armor pen, they're just wasting points. Meanwhile you've stocked all your points into actual units that can deal damage.
I would try and fit a 3x auto cannon heavy weapon team, assuming points allow, so you can issue bring it down orders and wreck anything AV 12 or below.
6 Twin linked Str 7 shots ain't no joke =)

I looked at trying to fit it in Kreedos, but 75pts was to much to strip out and still maintain the potency of the units.
Expanding to 1000pts is actually pretty easy, as 2-3 Heavy Weapon Squads (1-2 ACs and a LC) can not be added in, as well as a Lord Commissar (and/or Kell), Creed, Camo Cloaks on the CCS and Sentries on the Vets and his fire power will be doubled with a increase in survivibility.
