As the title says, IF my opponent has his farseer in reserve does the Rule for the 3d6 leadership test come into play? Or Not until the model is actually in play ON the table?

I see nothing that states he needs to be on the board for runes of warding to work. It states " All enemy pyschic tests must be taken on 3d6 suffering a perils on any roll of 12+"

Warding still applies - it isnt contingent on the psyker actually being on the board.
