You have orks in a battlewaggon and your foe surrounds it and wrecks it. Can you put your models on the battlewaggon if its open topped and roll for difficult/dangerous terrain?

No. Your Orks are destroyed if they can't disembark.

You disembark THEN it is wrecked. You cannot disembark into a wreck which does not exist
