You need Steam and an Internet connection to install it. And this mod: http://www.youtube.com/watch?v=4TyJMklcFMs

I hear you need to be constantly online, even to play single player. And you need to be logged onto steam and that games for windows thing all the time too. Is this true?

Well, you don't strictly need to be online all the time AFAIK....

You can play STEAM games in offline mode however the original base game of Dawn of War 2 also (annoyingly) requires crappy Games For Windows Live login which I believe may require you to log-in online (pretty sure it does). So you can't skip being online by just using STEAM'S offline mode.
Still, it's a FANTASTIC game. I'm totally loving it. Finally got around to playing it (it was in my pile o' shame for forever - I even have the other sequels too, waiting to be played) just last week.
The combination of addictive leveling-up (of your Units) and the loot drops, along with being set in one of the most interesting IPs out there, makes it a must play game. I was concerned that it was too different from the original Dawn of War but I can see that this was a great direction to go with this game, now that I'm many, many hours into the game. It's awesome.
