Well that isn't anything that is really covered in the rules anywhere, so it would be up to the TO. However, in general renegade IG would be played using the regular codex and rules for IG, but modeled with a Chaos theme in mind. They could be mutated, spikes and trophies on the tanks, carry banners to various Gods, etc. If you just take your normal old Cadians and say that they're renegade, that might not fly. Again, something to ask the person running the event.

Do tournaments where you play usually allow/include Forge World/IA stuff? If so, then they might be talking about the actual renegade Guard list, which is in one of the IA books. Tournaments don't often allow that stuff, but make sure you ask that as well.

If the models were themed as renegade Guard, then yeah you should get the bonus. For themed I mean stuff like tanks covered in spikes and chains, mutations among the Guardsmen, Chaos stars everywhere, etc.

There are 3 different Chaos Renegades forces in the Forge World Imperial Armor books 5-7 centered around the Vrax campaign. The list in the first book is a generic renegade guard list with limited astral claws support. The next two take the generic list and turn around and specialize it to focus more on the worship or Khorne or Nurgle. All in all the lists are good lists, with interesting options (I love ogryn bersekers and plague ogryn), but are not as flexible as a current IG list, because they used the previous IG codex version as their guide, so no veteran squads as troops choices, or decent squadrons of heavy tanks. Of course then there is the cost of the Imperial Armour books as well, but they can be had from GW direct on their website to avoid any shipping costs from the UK.

I am currently converting the lists for my own group to use the current IG codex instead of the old one and I am building a full sized renegade force using cadian plastics and forge world renegade guardsman conversion parts. Funny that towards the end of last year I had decided I wasn't going to build that army because it was too pricey. Then my wife walked out and I suddenly had the money to do it anyway.
