I just finished building my white scars and with an upcoming tourney on this saturday was wondering if this would actually even be a decent list or if I should just stick with the soon to be different sisters for one last fling. I started this army just for fun and ended up actually participating in enough stuff that I got up to 2k points worth of it through buy ins and store credit. Mostly been seeing a few demons 1 IG player and the seer council of hell list eldar player at tourneys. I plan on outflanking the whole army and am considering if DS on the speeders just for the extra bonus of nothing to shoot at turn 1 would be a good idea or not.

Okay so I'd recommend only a few things.
First off, lose the command squad. It isn't worth it, I'm sad to say.

Second, I say speeder Layouts are MM/HF or TML/HB. Run them in squads that way or not.

Third; Speeders in squadrons are less effective then speeders alone. Make them 3 squadrons of 1, and maybe grab more bike troops.

Fourth: You lack ranged anti-tank. That shouldn't matter a ton, but at 2000, it'll be nice to have it. Grab two or three AC/LC predators. Yes, they're stationary, but you need the support.

Yeah I was torn on the command squad Idea, it did seem expensive for a unit although I do like the whole FNP toughness 5 squad. Ranged anti tank wasn't really a huge worry for me since turn 2 of being on the field I can get into melta range of anything armor pretty much. The speeders in the squadron deal I'm not sure how it's bad? I guess making immobilizes wreck is kinda nasty, but other than that it helps me with one of the areas I'm lacking in which is horde control. I could probably ditch the 6 speeders and command squad to do 5 squads of 6 bikes which gives me that extra putz in each hmmmm....

Well the thing is, a command squad for price, when you compare the performance to something like sternguard or assault termies, aren't worth it.

Maybe lose some speeders and the command squad to grab a LR (or LRC/RR) with assault termies? It'd still be fast, the deathstar can grab attention/bring pain to important areas while your bikes do their flanky thing.

Close range speeders are pretty meh when you run them in a squadron. Typhoon speeders can be played in squadrons of two to good effect. Its very easy to get a coversave that way since you only have to cover 1 speeder 50% to get a save for both speeders.

If you do run Kahn then keep the CMD squad if you skip them then there is absolutly no point in taking Khan instead of a normal Captain on bike. Truth be told, Khan is not really worth it even with a CC command squad. Combat tactics is just too good in a bike list.

Don mix special weapons in your squads. I would consider one flamer squad, two melta and one plasma.

The command squad should be given a storm shield or two.

Long range fire support is a big thing in a bike list contrary to what people sometimes think. Even if you have a long threat range with the bikes you still dont want to commit to a place where you arent sure that you can overwhelm and destroy them completly
