Is a Nurgle chaos marine army competitive?

If not, are there any other High Toughness armies that are good? (not tyranid)

Plague Marines are my favourite troops choice.

But I do like Nurgle, sooo...

But I must point out that I am not a competitive player/person.

Any army is competitive if you play it right. Honestly, draw up a list and run a few proxy games with your friends to figure out what works and what doesn't.
