IMO it's between,
From Dust.
Toy Soldiers-Cold War.
Kill-Team.
I'd say Kill-Team is probably the most enjoyable of all of them.

I said Cold War, simply because it's a very fun game and actually has online coop.
If you want a game you can play with a buddy on the couch, then get Kill-Team.

Very well, I'm now obligated to get Kill Team. It's actually the lowest rated game of all of them by the mainstream but highest rated on Dakka.
It doesn't have online multiplayer though right?

Actually...ended up getting Gears of War 2. It's on sale on XBLA right now and the same price as all of the above! Don't worry I'll still get Kill Team. This thread is binding!
