is it possible for non-eldar to use the webway, to get from a to b or vice-versa?

The Webway was created by th old ones, so Eldar have got it second hand...

I'd guess who ever is able to enter and keep on the path can use it to travel from A to B.
Maybe a map increases the chance to really find the exit to the desired destination.

IIRC the Eldar have allowed the Imperium to use it under certain circumstances, but normally I don't think other factions can for the most part.

Only the Eldar and Dark Eldar can find Webway portals and successfully navigate its corridors, you had situations like the Gothic War where the Eldar let the Imperials use it to better fight Chaos though.

It is very much possible for non-Eldar to use it though, that is if they control the gates and have maps of its tunnels (such maps exist in the Black Library I believe).

The Emperor for instance intended to access the Webway and have all of humanity use it, in order to circumvent far more dangerous warp travel. It was the original point of the Golden Throne.

Yeah definitely what Harriticus said. The webway is the fastest, safest, most reliable way to cross interstellar distances, hence why he planned to join it to an artificial gate on terra.

The eldar and dark eldar use it. The harlequins live in it. There is a story of a group of chaos marines invading it, being repulsed by harlequins (i think), then the dark eldar coming accross the fight, and shattering that part of the webway, locking all involved in a time loop.

So really anyone can use it, but access to it is one of the eldar (all)'s best kept secrets, it's like a trapdoor leading to every craftworld, the black library, commoragh... it goes on. Basically they don't want to risk humans mapping it fully.

Also, I believe some fluff states that stuff lives in there... not sure, but certainly there are much scarier things than eldar in the dead ends of the webway.

Not anymore it isn't, most of it is fractured and shattered, it isn't as efficient nor as fast as the Inertialess Drives or phase technology of the Necrons.

Better than Warp travel though.
