In the CSM FAQ on the GW's website it says that taking wings allows you to move like Jump Infantry rather than classify it as. Does this mean i cant deepstrike? The rulebook FAQ clarifies that models that move as jump infantry can deep strike.

There is a difference.

If you give him a Jump pack his unit type is Jump Infantry. So he may not embark in a rhino.

If you give him wings his unit type is Infantry, but he will move like Jump infantry. So he may embark in a rhino.

And strangely enough Page 85 in the CSM book, the wings entry even says that a model with wings may enter via deep strike.

The CSM codex is explicitly clear about wings and their ability to enter play via deep strike, not sure how you missed it.

so anyhow just to clarify if i do give him a jump pack i can put him in a raptor squad but with wings i cant?

Noone said that. Not at all.

You can join an IC to any normal unit (of more than 1 model), regardless of their respective unit types. A biker Warboss can join a unit of Boyz on foot, or even a unit of storm boyz

ALL that wings do is let you stay as Infantry, and gain ALL the perks of such, while ALSO gaining all the perks of being Jump Infantry. So with wings or a jump pack or neither you CAN join a lord to raptors - you'll just find it more useful with wings or a pack.
