Are Dogs of War still a thing this edition? My Army Builder 8th edition fantasy has them listed as rare choices, but I can't seem to find a source of these rules.

all they did was remove the 'Dogs of War' entry from the Army Books that said they could use them at all. though, I don't know how much weight those words ever had.
I mean, they never actually denounced the Dogs of War Army Book itself.

Where are/were the rules located then? Do/did they have an army book for 7th edition? Where are the Manflayers' rules?

Manflayers were in a WD issue i know, so it stands to reason there may have been an update there. Also the OK book was mostly all Dogs too.
