Honestly, if I were going for Leman Russ Spam, I would take (large) squads on foot with Camo Cloak Lord Commisars. Why? Because right now you have two target groups: AV12 and AV14/13. And I can tell you that there are a lot of weapons out there that demolish AV12 but barely hinder AV14. The problem with fielding the smattering of AV12 is that all those guns are going to be pointed directly at your Chimeras as soon as they arrive.

Consider instead that your opponent's only targets are Russes and Infantry that have a 3+ Cover save, and are Stubborn on re-rollable LD10. That vastly limits the effectiveness of whole categories of weapons, making your entire force far more resilient to shooting.

I would honestly err toward having large blobs of Infantry (without Chimeras) even if it means cutting out a couple Leman Russes. Give them Heavy Weapons so you can affect more than 3 targets/turn, and have them screen or be screened by the Russes.

Definitely better than the first incarnation. I still think standard Platoons are your best bet, as when they're combined they form a huge wound buffer for your Heavy Weapons, and they're much more resilient to leadership tests with a Commisar (Lord or otherwise).

If you're more into Vets, I'd suggest the CCS drop the special weapons and just use a Lascannon weapon team, and add a Regimental Standard. The Standard will help keep your Vets from running away after a couple casualties, and with the Lascannon you have more range and better synergy with the Master of Ordnance.

The idea is to take a platoon with several infantry squads, then use the combined squads rule to put them together in blobs of 20 or 30 guardsmen. For each such blob, one of the infantry squads should add a commissar upgrade, which cannot be singled out because he is not IC. Now each blob is stubborn at LD 9, and even if they fail the roll, the commissar uses summary execution rule to execute a sergeant and receive a reroll on the leadership while still being stubborn.

You can spice up this list with some power weapons on the sergeants and commissars and maybe take some HWTs as part of the platoon to get some autocannon shots that can fire at things that you do not want to waste the LR shots on.

What he is talking about in terms of target saturation is that in a hybrid list of power blobs and heavy armor, all medium strength weapons in the enemy list are made largely inefficient. For example, autocannons at S7 are overkill on guardsmen and cannot touch Av14 on the Russes. But if you had 2-3 chimeras, autocannons would be a highly cost-efficient way to take the chimeras down (glance on 5, pen on 6, multiple shots).
