They are roughly the sames size as guardsmen I would assume.

From what I've heard, they're a bit smaller then normal GW Guardsmen.

They're 28mm-ish. Next to a normal cadian they're slightly smaller, but this is only due to them being more anatomacally correct than the basic GW stuff (and to make them larger would make them look more like Catachans). It is entirely possible to use Elysian pieces with Cadian parts, but not so much the other way around. =P

No, they are a touch more scaled than regular IG...
Also drop troopers aren't scouts.

Forgeworld IG are actually 25mm I believe. Or non heroic 28mm I can't remember the DKoK I ordered look ridiculously small next to Cadians.

Yes, the Forgeworld IG lines are 'true scale' 28mm vs. Citadels 'heroic' 28mm. They are not smaller because they are 'scouts' they are smaller because they are realistically proportioned.
