I do not have access to extruded polysyrene in my area. Is it possible to make hills out of the polystyrene used for packaging? If you covered it with plaster first?
Best adhesive for polystyrene is the "No Nails" type.
I get it from Poundland, which makes it even better.
Also from poundland is a universal filler.
Usually I mix it with some PVA and also put some acrylic paint in (optional) as is makes it easier to see where it has been appled.

This hill (for my club) is just pieces cut from 1" polystyrene foam (expanded, white, not the extruded blue or pink) painted and flocked (and glued down to a 3mm mdf base).
