In my understanding of the fluff part of the eldars escaped(exodite/craftworld) while the far away eldar planets became dark eldar.

so my question is which one is higher in population? The eldar empire supposedly had trillions of people so would this lead to their being more dark eldar, or have they lost more than the craftworlds

The Dark Eldar are the ones that stayed behind continuing their lifestyle of excess, and survived the cataclysm by hiding in the Webway. The ones that fled to the outlying worlds are the Exodites, the ones on the Craftworlds are as the name suggests.
It's assumed that the Dark Eldar are the largest in umber. Their city is a sprawling mass of towers and spires in the webway and their population is increasing as they don't rely on conventional methods of reproduction, and wounded or killed warriors can be rejuvenated.

I think the Dark Eldar themselves would distiguish between the reletively small population of Trueborn and the "others".
