I can't find this in the rules for some reason sorry.

Is assaulting like shooting in that one can fail to eye ball it properly and then stop short?

In which case, can someone declare an assault during the assault phase from like half the board away and "stop short"? If so, is there any draw backs to this tactic?

I thought I saw a tyranid play do this in a youtube video. (It was a video by MiniWargaming)

Well you can always declare an assault in the assault phase. However, if you are out of range you don't get to move. There isn't really any advantage to doing this.

Okay, so its like movement where you can measure before you do it and you can only do it if you measure the distance needed. No chance for failure (which can be really bad) or an absuive 3 turn charge that causes infantry to move 36" over those three turns.

Not quite. You have to declare the charge before you measure.

You declare the charge, check that you're in range, and then move your models (if they're in range) or not (if they're not).

Medium - not at all, that is in fact the exact opposite.

IF you are in range of assault you move your unit; if not they stay still.
