Vulcan Hestan is in the Codex Space Marines.
His special ability affectss flamers, heavy flamers, meltaguns, and multi-meltas (and, I think, Thunderhammers).
So, if you played him, you'd want to add some of the above to get his benefits.
Otherwise, you still follow the rules in the codex.

Hey thanks! I was thinking of buying him but then I heard that I needed an army list! I am looking forward to getting my chaplain with terminator armor!

Before you buy a bunch of models, it's generally a good idea to read other people's army lists, your codex, and the rule book to get an idea of what you want to play.
However, if you want to play a Salamander's Space Marine army, Vulcan is an obvious choice. Secondly, the Chaplain in terminator armor is the best looking model that GW has made ( IMHO). You can't go wrong with that purchase, either.
But, back on point, you might want to make a few 500 or 1000 point lists, think them over, get people's opinions, and then buy to fill that list or lists.

Many people on here will tell you that when you bring Vulkan (BTW its with a K not a C), that you must fill your list with as much melta and flamer as possible. And they wouldn't be wrong. However, I think a more balanced approach is better. YMMV

Here's a rough 1000pts list off the top of my head
Vulkan
10 man tac squad - sgt with combi-melta, meltagun, missile launcher razorback
10 man tac squad - sgt with combi-melta, meltagun, multimelta razorback
5 Devistators w/3ML and 1 Lascannon -200
AND
Landspeeder w/ MM + HF + Vindicator
OR
Dreadnought w/MG + flamer in drop pod
OR
2 x ~Dakka Preds (may have to shave some gear)
For 500pts - don't take hestan:
Take a Tac Squad as above (combi-M, MG + ML) and a 5
man with combi-melta and powerfist
Librarian HQ
Landspeeder w/MM
Again these are very rough and off the top of my head as I'm at work.
Are you totally new to 40k or just new to space marines?

To play him all you need is the SM codex and a legal army.

hi,
as other users pointed out, to make him worthwile, you do have to design your list around him.
I play Salamanders (Vulkan's chapter) too,and so far i think it is rather fun.
Vulkan gives twin-link to flamers and heavy flamers(re-roll to wound),to meltas and multi-meltas(re-roll to hit) and
master-craft thunder-hammers(one re-roll to hit),all that army wide.He is one of the best SC in this codex.He is
also good in CC but he is rather pricey point-wise.
One thing to keep in mind is that all those shiney upgrades are short ranged,so you will need mobility to get those short ranged weapons at the right place at the right time.
I read somewhere a good advice on this forum,(well i think it is good,but i don't play in a very competitive group,so take it with a grain of salt)
and that was: don't over do it.
I mean flamers are great against infantry but no so much against heavy-infantry(like termies or marines with FNP),
and th/ss termies are great in assault but the rest of the army isn't so assaulty,since you need to get in close, you will be somewhat vulnerable to assault.
One way to mitigate this is to use transports, personally i like putting combat squad in rhinos so you can fire the sarge combi and the special weapon out of the hatch, while leaving the other half on foot with a long range heavy weapon to sit on objectives.
A few units that mesh well with Vulkan are:
-sterngards(very cheap combi weapon and you can still use special ammo)
-landspeeders(HF/MM) fast,deadly but fragile altough fluffwise Salamanders dont use these a lot
and of course TH/SS termies with landraider

One thing to keep in mind is that most of the weapons/units that Vulkan enhances are those which you'd typically take a good number of anyway (e.g. meltaguns, TH/SS terminators), so you shouldn't need to go too far out of your way to get much advantage with him, and even without that, he's still more capable as a combat HQ than an equivalently geared Captain in terms of combat ability for the same number of points. There's a reason he's often the default HQ of many Codex: Space Marine players, he makes everything you'd take anyway better, for nor significant cost increase over a normal HQ that you'd likely take anyway.

If you want to use Vulkan, don't take a Chaplain. A Librarian with Avenger and Null Zone is better and more fluffy. Also, Land Raider Redeemers with Multi-meltas are a great way to go if you want to take Assault Terminators to take advantage of the improoved Thunder Hammers. Give your Tacs Meltas and Flamers too. Land Speeders aren't too fuffy, but taking them with Multi-meltas and Heavy Flamers is a killer combo if you have Vulkan in your list. Also, it's Vulkan He'Stan, not Hestan.
