So, by some random occurrence you are able to Deep Strike with a tank (ie special rules in Armoured Spearhead) can you chose to tank shock or ram with that Deep Strike?

A few points towards yes:

1) Official FAQ indicates you can Tank Shock when you enter from reserves.

2) When you Deep Strike you are counted as moving at Cruising Speed which is above the minimum threshold for Tank Shock/Ram attacks.

A few points towards no

1) Nothing says you atually can

2) Deep strike mishaps

My personal theory is that if you seclare you are going to do it and your target(s), you deep stike as normal and if you hit the target(s) resolve the Tank Shock/Ram and then once the results of that are in effect you determine if you are still in a Deep Strike mishap situation or not.

Thoughts?

You cannot choose to deep strike directly on top of an enemy model. You cannot move further after a deep strike. If you scatter onto an enemy model it causes a deep strike mishap none of which would allow you to voluntarily move

Dakka's own INAT FAQ indicates you can target enemy models with a Deep Strike.

INAT isn't RAW

Deep strike rules:
"First place one model from the unit anywhere on the
table, in the position you would like the unit to arrive,
and roll the scatter dice."

You need to be able to place the model on the table. The only exception to this rule, as far as I know of, is the Necron Monolith because it's codex rules explicitly details that enemy models are shunted out of the way. In any other circumstance, the deep striking unit would immediately suffer a deep strike mishap, and thus would never actually land.

See also the 40k generl FAQ entry:

"Q: If a unit arriving by Deep Strike cannot be placed
fully on the table, must it roll on the Deep Strike
Mishap table? (p95)
A: Yes."

You can choose to attempt your Deepstrike anywhere you want.

Without any additional special rules(The Mawloc's Terror from the Deep, or The Hades Breaching Drill)your model will suffer a Deepstrike mishap if it lands on or within 1" of any other models(friendly or enemy, as they are impassable terrain).

Now a point by point for your points.

1) Yes you may Tank shock in from reserves, however you cannot follow both the rules for Tank shock, and the Rules for Deepstriking because the Deepstrike is a Placement and Tank shock/Ram requires physical movement along the horizontal plane.

2) There is no minimum Threshold of movement for tankshock, and the Ram Threshold is maximum available movement; so a fast vehicle is automatically disqualified(along with the damage S of the Ram being a base FAV-10+1 for being a Tank and no movement available, since the tank did not move overland... making a land raider ram at S5)

This is my Rulebook. There are many Like it, but this one is mine. Without me, my rulebook is useless. Without my rulebook, I am useless.
Stop looking for buzz words and start reading the whole sentences.

The INAT isn't really 'Dakka's own FAQ'... it's an independant FAQ available to those tournaments or players that choose to use it.

The Deep Strike rules do allow you to choose a landing point that is on top of an enemy unit (clarified by the Tyranid FAQ) ... but unless the Deep Striker has some special rule that over-rides the Deep Strike Mishap rules, the end result is going to be a mishap.

You can deepstrike onto a unit if you want, you'll just mishap when you do unless you have a special rule saying otherwise.

Tank shocking replaces normal movement, deep striking isn't normal movement; it is replacing normal movement itself. No, you can't tank shock coming in from a deep strike

Here's your answer. At no point is the model placed such that it is able to tank shock a unit.
