I am unsure if this is a serious question or not, but I will answer nonetheless.

Dwarves are naturally resilient to magic, so even without a runelord or runesmith, the army gets +2 to dispell in the magic phase. We get the normal rules for dispell dice, however for everywhere runesmith and runelord we have one the table we get +1 and +2 dispell dice up to a total of 12, respectively. We also have access to multiple dispell scrolls using our runic magic items (rune of spellbreaking) in addition to other runes that are also effective at combating enemy casters (rune of spelleating, master rune of balance). Really, all we have to do is blast the enemy wizard from the board, as very few Dwarf players play anything other than a solid gunline with a few close support units like warriors and hammerers.

as a dwarf player it matters the points.... 1500 rune smith with MRO balance and a spellbreak... 2000 Runelord Mro Balance
+2 spell break.. if 2500 rune lord and smith. one with mro balance and 2 spell break one spell break one spell eater....

Don't forget the additional one for an Anvil of Doom. So if you went for the max, it would be:
Lords & Heroes:
Runelord: +2 Dispel Dice, if anvil of doom is included +1 additional dispel dice.
Runesmith: +1 Dispel Dice

Runic Standards:
MRoValaya: +2 to dispel rolls for a total of +4, this also auto dispells all remain in play spells within 12 inches of the BSB carrying it.
RoSactuary: MR(1) to unit

Runic Talisman:
MRoBalance: +1 Dispel Dice, -1 Power Dice to opponent
RoSpelleater Rune: like a dispel scroll but after it's used on a roll of 4+ the enemy loses the spell this is not a Master Rune and can be taken up to 3 times, but the talisman must have a unique combination to take it
RoSpellbreaking: like a dispel scroll, and can be taken multiple times as noted with Spelleater.

So if you have a 2500 point game and go for maximum spell defense you could kit out your lords and heroes as such:

Runelord -Anvil of Doom -RoSpelleaterx2 -RoSpellbreaking 440pts. +3Dispel Dice, 3Dispel Scrolls (2 of them cause opponent to lose spell on a 4+)
Runesmith -MRoBalance -RoSpellbreaking 145pts. +2Dispel Dice, -1Power Dice, 1Dispel Scroll
Runesmith -RoSpellbreaking -RoSpelleater 145pts. +1Dispel Dice 2Dispel Scrolls
Thane -BSB -MRoValaya 190pts. +2 to dispel rolls for a total of +4, this also auto dispells all remain in play spells within 12 inches of the BSB carrying it.

So a total of +6Dispel Dice, 6Dispel Scrolls (3 of them cause opponent to lose spell on a 4+), -1Power Dice and +4 to dispel rolls.

Also Dwarfs roll for winds of magic during their magic phase and can dispel remain in play spells with them.

That's also very expensive. A Dwarf player running that much anti-magic is going to be weak everywhere else, and open for defeat in close combat. With that build, he's probably running a gunline and is going to castle in the corner. If you can reach him, you'll cream him. If you can't, you loose.

Kinda boring, to be honest.

The challenge with Dwarves is figuring out how much antimagic is NEEDED, not how much you can possibly have. Too many points sunk in characters is still too many points sunk in characters.

Yeah I would never run a list like that just showing how one could. The most I would ever go is Rune Lord with Anvil and Runesmith, MRoBalance and maybe a few spell breaking, I like spell eater and all but at twice the cost for a 50/50 chance to lose the spell is a bit of a gamble. Even at that it's expensive but typically I will always have more dispel dice then my opponent has power dice. BSB is to important to drop a magic banner on I always run mine with MRoGromil, RoResistance and the immunity to flame and immunity to poison/killing blow runes.
