Got 10 swordmasters, 10 white lions, should I go for dragon princes or phoenix guard? I've read a lot about both. My typical opponent is skaven. Should I double up on white lions or have diversity? Typical play is like 1500ish.

Double down on the WL. You need numbers with the WLs, the 10 SM work well as a hit squad. 10 PG would be nice for the survivability and it's a toss up between WL and PG but seeing as you are looking to buy only 10 more special, which I don't blame you at $42 a pop, I would increase those WLs.

It depends, how well are you able to deal with Warp-Lightning Cannons, assuming your Skaven opponent uses them?
If the answer is along the lines of 'Not very well' then i'd go with more PG, since the 4+ ward save will be a godsend against WLC shots; WLs are nice, but when a single cannon can destroy your unit in a single shooting phase, you need a way of better standing up to it.
If you're able to deal with WLCs, then the main threat (ranged blasts that kill us on 2s) is gone, as Skaven have negligible ranged prowess outside of magic and weapon teams, the latter of which can be shot down by archers anyway. In those cases, the Stubborn ability of WL's coupled with their killing power makes them the better unit.
If you really want to toss up between just PG and DPs, then ask the same questions about the WLC, and if you can deal with it, I would get the Princes, but I know there are people who would gladly disagree with me on that.

Against skaven I would have to say more swordmasters. Skaven are swarm/horde and SM are the ones who are going to dish out the attacks. But like avatar said WLC can be really unfunny so your SM, DP,WL are all going to need support whether is lore of life or high magic are your best bets
I but if your torn between PG and DP right now and your still early on your collection, go Phoenix gaurd you will find them useful in many more games than DP just for their awesome ability to anvil just about anything.

I personally just used a unit of 10 Phoenix guard, a mage, and Caradryn as a target to draw most of the fire from my opponents. The psychological advantage of that 4++ save Cannot be understated. When your opponent shoots everything in range at it and you proceed to make Every ward save, they tend to get frustrated and try it again, thus sparing more fragile troops from the shots.
I personally haven't had a great deal of luck with DPs, but i'm also not a fan of HE Cavalry in general for a variety of reasons.
