Hi haven't played fantasy for about two years.
The local players have started thinking about
playing fantasy so I was wondering what army
to play. I want to play a good army but not high
elves cause one of the players is already playing
them and I heard they are broken. I used to play
skaven before they got their new codex but I sold
them off. So that's my dilemma any suggestions .

Beastmen aren't inherently competitive, you have to try pretty hard to get a powerful list with the new rules and armies

Yay its raining! lol sorry. Beastmen can potentially be competitive, but aren't inherently powerful against most armies, like Warriors of Chaos. IMO magic helps Beastmen out hugely; whether it be Lore of Beasts or Shadow. Collecting Beastmen is cool, go for it, but to realise what things will work out in a competitive situation you'll need to get a bit of experience with them, and know the rulebook so you can utilise your strengths, and counteract your weaknesses.

So yourvsaying they can be good but you have
to know what your doing. Well I am kinda torn
I like both woc and beastmen. I like the rules and
Play style of the woc but I like models of the beastmen
I just don't know which to do.

In the end you'll 'feel' what's right. Sounds weird, but its true. I couldn't decide between Dark Elves and Warriors of Chaos for many weeks, but in the end I just knew I wanted Dark Elves - I just love the looks and sheer eliteness of them. One thing you could do is buy a box set of Warriors of Chaos, and a box set of Gors - the basic troop of each; that might help you decide. Models can give you more than looks, but also concept. Alternatively, buying the army book for each is a good idea, it gives you looks, style of play, and concept. If your thinking that by buying a box set of each might be a waste of money, think about it: you'd waste more money if you bought an army without being sure and wanted to sell it.

It's worth pointing out, Beastmen are much more expensive to collect.

That's awesome! Good decision, I'm for Beastmen. It's great your going for looks - when you get the models you'll be even happier with your decision. It's good you have the codex already, you can get started straight away

I just got into beastmen myself. If I could recommend some things....
2 Battalions should get you started this gives you a solid unit of 20 bestigor and 40 gor assemble them with extra hand weapons, use 10 ungor as raiders and the other leave the other 10 unassembled for now you may want to use that as a large tarpitting unit down the road which means hand weapon and shields but you'll need like 40 or 50. Harpies are also necessary at least 5, you could buy the models or convert some with tyranid gargoyal wings and either ungor, daemonettes or ghouls and this way you get 10. Razorgor are also nice you can convert some on the cheap with chaos spawn bitz and boars from the orc boar kits. There are strong rumors of a beastmen wave, this is supported by our lack of finecast the 1 model we do have is Malagor which makes a good shaman as does the dark emissary model but you will need a 25mm base for him. Check out The Herdstone: http://z2.invisionfree.com/herdstone/index.php? some good info there in getting started. Magic really is helpful in making us successfull a combination of buffs and hexes, our primal fury is an awesome bonus as well, ambush is kind of gimmicky but can come in handy.

So a friend of mine has already started beastmen
I foundout. He ordered two battalions off eBay
already. He thought that since I play dark Eldar
that I would just play dark elves which got me
thinking how are the dark elves

If you're okay with the extreme end of fragility, in exchange for powerful magic, the best rank n' file shooting phase, and obnoxiously powerful monstrous beasts, then they're a great bet. Dark Elves are pure offence and nothing else. (From my understanding)
Here's an idea to make things easier. I'm going to write a list of features out for you, you rank them from 1 to 8, and then we can make helpful recommendations based on your play style.
A) Strong movement phase
B) Strong shooting phase
C) Strong magic phase
D) Strong combat phase
E) Survivability
F) Numbers
G) Bigass Monsters
H) War Machines

It looks like you've already settled on Dark Elves, so my hat's off to you, they have very nice looking models. But from the priorities you listed I think Empire is closer to your playing style. However, style style trumps playing style any day of the week.
