I realize that Eldar tanks are severely over priced but, that fact that they are essentially skimmer monoliths is stupid. I have never been able to do more than stop an eldar tank from shooting. I find this incredibly stupid esspecially since eldar are generally fraile.

Ain't holofields a bitch? The Eldar are balanced, thier tanks are still tanks even of they skim.

Eldar tech is supposed to be stupidly advanced, below only Necrons. Why would their Tanks be crappy?

Eldar aren't frail. You are thinking of High Elves from Fantasy Battles. Eldar are made of stronger, tougher, stuff than humans - and more importantly they put huge stock on the value of their lives.
The thing that keeps Eldar on the side of fragility is their over-riding favouritism towards speed and agility, but when you can combine the two you get fast skimmer tanks with AV12.
That said, use Autocannons.

Eldar tech and warriors 1 on 1 are really supposed to be the best of anyone in fluff, though their tech at least is below the Necrons. The main weakness of the race is so tiny compared to everyone else.
Also their tanks can fething fly.
