I cannot find it in the BRB, but here is what is bugging me.

A rune priest joins some Long Fangs in a Razorback to come in first turn in DoW. Now the psychicpower Tempest Wrath tells you, "Used at the beginning of the Rune Priests turn."

So can the power be cast, the rune priest moves on the board, disembarks, and the Tempest Wrath bubble is measured from him at that point. No other conditions are set except that it be the beginning of the rune priests turn. I can't find any passage that he must be on the table. Of course he can't be on the table and use the power because he has, moved and it is no longer the beginning of his turn.

Now I personally don't think that he can and this kinda matches the crux of Njal's second turn useless table powers, I just want to know where it is in the BRB.

If you are jumping on the Dinobot meme bandwagon regarding the new Warhammer 40k Chaos models, grow the feth up!

I just checked and that wording matches Logan's High King ability which does work when Loganis off the table. Now my opinion is shifting the other way.

If you are jumping on the Dinobot meme bandwagon regarding the new Warhammer 40k Chaos models, grow the feth up!

Logan is given explicit permission to do his power, which also ISNT a psychic power. Everyone else is explicitly denied - see the BRB FAQ which states powers used at the start of turn cannot be used the turn you turn up from reserves.
