Why 800 points? it's for a league at my flgs. It's not a point limit I would create but it does present an odd way to build an army. So here is the list.

The mortars are eating up your points, if you ditch them, you'd have 130 points to play with, that could mean another Warp Lightning Cannon, a Plagueclaw Catapult, you could get your warlock to level 2 and bring in a warlord general. If you bring your giant rats to three you could also put in a doomwheel if you want something really heavy in close combat. Or you could really flesh out your clanrat groups, get them both to hordes.

The only small change I'd make would be to drop the rat ogres for some slaves.
However, Squash makes a very good point with the PWM. If you find you need a few more clanrats/WLC/better GEN, don't think twice about dropping the PWM, or the rat ogres.
If monsters like the hydra become an issue, just swap the WLC/RO for a doom wheel. Use the extra points for slaves to tie up units that you don't want your clanrats fighting yet.

thanks for the input. I think I may drop the mortars and take another cannon and some slaves, the only issue I have with this is that I will have to paint more models to get the slaves (I have the models I just have a lot of painting ahead of me).

It's worth the painting effort to get slaves on the table. They are a very good unit to have in a skaven army, due to being so cheap and sacrificial.
