I built a two tier mesa out of foam today and gave it a pretty serious coat of latex based house paint on top of a layer of watered down PVA/Sand. Now the problem is that baby blue isn't really the effect I was going for with this mesa.I was wondering if the house paint should create a decent protective barrier and I should be able spraypaint over it with minimal melting of the foam?

If its polystrene than don't spray it. If it foam, than give it a light coat of watered down pva just to be safe, than spray away.

House paint is a decent barrier, but in my experience, it's never perfect and you will still get at least a tiny bit of melting.

However, the melting has always been really minor if the housepaint was thick and only ended up being a nice touch of texture here or there.

However, if you want to be really sure, it's not a bad idea to coat it in PVA.

For my hills I had:

-Chipboard base
-Foam
-Plaster/filler
-Housepaint
-Minwax polyshades
-Very Light dusting of Sandstone texture paint (for a better drybrushable surface)
-A few light coats of matte spray.

There was a tiny touch of melting due to the solvents in the minwax and matte spray, but very, very minor, and the hills are really, really durable.

Your fine. Between the sand, glue, and paint, you shouldn't have any problems. I often put down a layer of sand and glue, then prime the scenery black, and drybrush from there.

....and lo!.....The Age of Sigmar came to an end when Saint Veetock and his hamster legions smote the false Sigmar and destroyed the bubbleverse and lead the true believers back to the Old World.
