If a StormRaven moves flat out can it's cargo disembark and then assault?

No.

If it moves flat out the cargo must disembark using the "skies of blood" rule, which in turn places the unit using the Deepstrike rules, which in turn tells us no assaulting(nor further movement excepting to "run")

Stick a squad of vanguard veterans in it and they can heroic intervention out of it.

No they can't - Heroic Intervention specifies that 'if they arrive from Reserve by Deep Strike...' and they're not arriving from Reserve.

The main rule book says that models may not disembark when going flatout. The skies of blood is the exception, which forbids intervention

it's noted in the Skies of Blood rules that units using SoB cannot assult in the same turn they use SoB.

Vanguard do not overide SoB in their rules and so still cannot assult the turn they use it.

The Grey Knight's Stormraven says the same thing for Shadow Skies.
