Do special named characters like Mephiston that comes with a force sword and plasma pistol get +1 attack for dual closed combat weapons or is the attack already in their stats?

Any model armed with a 1h CCW and a pistol gets the bonus attack. this is true for basic troops and special characters alike.

As a general rule bonus attacks from wargear are not included in profiles, unless explicitly stated
