Just joined the 40k club in college and played my first 500pt killpoint game, and figured that I liked Marines. Didn't have any experience with playing tabletop, but I played the heck out of the Dawn of War series, so getting into it was no problem whatsoever. The club members said that I made all the right tactical decisions (and yet narrowly lost to the Dark Eldar novice player because I made so many fail rolls :|) so I hope that I know what I'm playing around with.
I know that what I have is 1200pts, and I think I need help with paring things down for a basic 1000pt game, but I would still like to keep this 1200pt template core army as I have several additional tactical options in mind like flanking Land Speeders, Techmarine + Thundercannon for silly artillery silliness, perhaps some Terminators or Predators.
Having served in the Singapore army for 2 years (because the Emperor of Singapore demanded that duty of us - sadface) and because I was in an armored brigade staff I have a natural bias towards mechanized infantry tactics, and this is reflected in my choice of the chapter of the Praetors of Orpheus and the sort of models that appear in this list:

Automatically Appended Next Post: I made some revisions and came up with a second configuration that is more vehicle heavy. Also, it's much easier for me to configure for 1000-point games by making the decision to remove the 2x Land Speeders

Pretty solid, but you are lacking melta. Lots of anti-infantry, which is good. But if someone drops something like 2 predators against you, you will have a very rough time trying to go through AV13.
I'd try to get melta's on the tacts at least. Seems flamers would be good, but everything else in your army has great anti-infantry so the flamers might not be useful.

I would go for combimelta+melta for your tacs squads but only at this points level. Otherwise your second list is fine.
At higher points levels I do not think you have the right blend of guns and different attacks. Heavy bolters on the razorbacks are nice and cheap but you can get the antiinfantry elsewhere mainly rapidly firing bolters. Same with the preds. For living in razorbacks powerfists are not great as you can not guarantee you will have not lost 5 people by the time you hit I1 attacks.
In general razorback troops should not expect to see too much action. I personally would load them up lightly with bolters and flamer (like you have done) with some non heavy bolter turret, so they can get out and shoot troops that get close otherwise they leave the killing to the turret.
Also lascannons are not a bad choice for your tact. squads and I would go for ten scouts.
I think you are barking up the wrong tree with assault squads and chaplains so I will not comment on the first list.

In retrospect, the first list is a little bit ridiculous, but that's all part of the learning process!
I've come up with something a lil bit different now. Maybe I ought to start working on the theoretical 1500pt army?

I decided to keep the Twin-Lascannons because I expect my TacRhino to be constantly mobile, and only 1 weapon can fire after moving 6 inches, so just firing that one Lascannon made sense to me.
Took the Dakka Predators out because they made no sense to me.
Dreadnought + Drop Pod = lol oh hai there
Added Combi-Flamer to Tacs because flamers work best in twos.
Librarian on that crazy SternRazorback of Doom is going to make it a definite blow-that-gak-up-now target. I expect Librarian to be in the TacRhino with the 2 Flamers while 5 Tacs are on foot who take cover in the middle of the field and take potshots with missile.

I am a great fan of dreads in drop-pods. Also while I like sternguard they need to be out and shooting ASAP. Driving round in a razorback, you may as well have a 5 man tac squad to claim objectives.
A bit extreme, but why not go triple droppod. Dread and sternguard to drop T1 and tacs to drop on an objective late game. Points saved may also allow dread to be upgraded to an ironclad ...
