I'm a refinding the game after about 10+ years and working on putting together my first army. I'd like to bounce this list off of everyone I want to be competitive but stay fluffy with Raven Guard.

Starting off with 1000 points, already have some of the models, others will be purchased and painted.

HQ - Chaplin w Jump Pack & Meltabomb - 120

Troops -
Tac Squad (10) w Meltagun & Missile Launcher - 175
Rhino (for Tac Squad) w Extra Armor - 50
Scout Squad (5) w Sniper Rifles, Heavy Bolter & Camo Cloaks - 100
Scout Squad #2 (5) w Melta Bomb - 80
Land Speeder Storm (for Scout Squad #2) w Multi Melta - 65

Elite-
Dreadnought w Multamelta & extra armor - 120
Drop Pod (for Dreadnought) - 35

Fast Attack-
Assault Squad (10) Sgt w Powerfist - 215

Plan is to have Chaplin Jump pack in with Assault Squad while Tac Squad comes in on Rino and scout squads infiltrate, have dreadnought drop in on opponent. If needed have chaplin jump back to tac squad, let the scouts snipe while scouts #2 and landspeeder bust a vehicle.

According to my math this adds up to 960 - should I use the last 40pts to upgrade weapons, buy another 2 scouts, or......? Help me our everybody, my head is still thinking 3rd edition, and I'm sure things have changed!

I think it would make sense to use 'Telion' according to the fluff.

Tac. squad could do with a combimelta.
The scout squad with meltabombs might as well have a combimelta.

In general chaplains and assault squads are not good choices.

Go for Shrike. Get him to place either some termies forward or a dev. squad into a good position.
Try giving the tac squad the drop pod and dropping the dread to pay for this

Venguard could be a fluffier choice by including lighting claws though this ups the points.

`Squeeze all that into the 1000 points.

The Rhino does not need EA, in fact its a horrible upgrade for its cost.

At BS 3 I would go for the HF instead of the MM on the LSS.

ML>>HB, get a ML for the scouts instead.

A MM dread is meh at 1k. You need to pop the equivalent of a LR for it to earn back its points. I would take an AC instead. More versitile and just as good at poping side/rear armour most of the time.

Get flamers into the assault squad. I would also consider a Jump Pack Libby instead. Triple templates are nice but the chaplin is an ok choice as well. Maybe something like this?

HQ:
Chaplin (Jump Pack) = 115

Troops:
10xTacticals (MG+Combi-M+MM) = 185
Rhino = 35

5xScouts (ML+Camo) = 100

5xScouts (CCW+PF+Combi-M) = 110

Elites:
Dread (AC+HF) = 125
Pod = 35

Fast:
10xASM (2xFlamers+PF) = 235
