All you can really hope for, is that your opponent isn't using many tanks, and gives you the chance to get close. Even with run moves, you will find it hard to get the Harelquins close enough quick enough...
Speed is definintly a problem. I'll just have to spread out and take use of that 24 inches. I think that there are enough harlequins that I should be able to get into assualt.

If the enemy is shooting at the jetbikes and not the harlequins, they are doing something wrong. And plus I would always have them staying in the back turboboosting.

If you are heart set on doing this with Eldar, I recon you should requisition some transports for those Harlies.
Guardian Defender Squads with Scatter Lasers can take a dedicated Serpent transport, and they can work* on foot. Hell they are at least as good as pathfinders, since they can still go to ground for a 3+ cover save, and they have 10 bodies, and possibly embolden for leadership.
That way your Harlies can pile into the Wave Serpents on turn one, and actually ZOOM at the enemy instead of pitter patter.
*by varying definitions of work...
Transports are expensive, and limit the effectiveness of the shadowseer. The idea originally ran through my mind, but I need that pysker support, besides the flip belt's are better in the Eldar Codex. Is this is a suggestion on how to expand the list? That could work*.
