Can a model hold both a 2h melee weapon and a chapter banner?

This was brought up in a game and the individual justified it by bringing up the SM FAQ that stated you could utilize a Relic Blade and a Storm Shield.

Yes. The Banner is not a weapon, and since there's no written restrictions on using it, there's not.
