Similar to an Imperial Guard tank force I remember from 3rd edition, here's a "codex" for an Eldar vehicle force - Yme-Loc style. Yes, it's tank spam.

Army-wide special rules.
The Lucky Hit. Any attack which fails to even glance a vehicle in this list on a penetration roll of 6 will still have a chance to score a glancing hit, re-roll the dice and if it is still showing a 6 the vehicle is struck with a glancing hit.
When Speed is of the Essence. Any vehicle which is fitted with a Star Engine, in addition to the vehicle upgrade's ordinary effect, counts as Fast Attack instead of their ordinary Force Allocation slot. This does not apply to Hornets or Eagles.

Special Vehicle Upgrades.
Black Guardians. 72 points. Black Guardians are Guardians with better training and more experience than the average Guardian. Each member of a squad is armed with a Shuriken Pistol and a Close Combat Weapon, in addition to this armament two members have Shuriken Catapults, two members have Flamers. One member, their leader, is armed with a power weapon and has a ballistics and weapon skill 4. Black Guardians are treated as an extension of it's host vehicle and may not capture objectives.
Wraithguard. 150 points. A squad of Wraithguard consist of a single Warlock with a Singing Spear and the Enhance power and three Wraithguard, as described in Codex: Craftworld Eldar. Wraithguards are treated as an extension of it's host vehicle and may not capture objectives.
Vyper Wingmen. 25 or 50 points. Joining the battle as wingmen for the more precious Eldar vehicles, Vypers bring extra fire power to bear on the foes of the craftworld. Vypers are armed and equipped separately, though should the squad leader be equipped with a Star Engine, the Vypers, too, must be equipped with one. (Comment: please note that the rules for shooting at a squadron of vehicles may make the Vypers a liability as much as an asset to the host. This upgrade is not a direct translation of the Apocalypse formation.)
Skilled Pilot. 20 points. Eldar craftworlds foster the best pilots in the universe, by as much necessity as the society's deep integration with near military performance skimmer vehicles. A vehicle with a skilled pilot has a ballistics skill 1 point higher than ordinary. This upgrade is not conferred to Vypers.
Vectored Engines. 10 points. Vectored Engines in this list is different from a normal codex, allowing the vehicle to re-roll difficult terrain tests.
Star Engines. 20 points. Star Engines in this list is different from a normal codex. This upgrade increase a vehicle's flat out speed from 24" to 36". Should the vehicle travel more than 24", it may claim a 3+ cover save instead of the normal 4+.


HQ.
Eagle. 175 points.
An Eagle is a Falcon class command tank, piloted by an Autarch. An Eagle are in effect the same as a Falcon, with the following exceptions and additions:
- Ballistics skill is 6
- A force containing an Eagle may add +1 to their roll for arriving from reserves.
- An Eagle remains HQ even if it is fitted with a Star Engine upgrade.
- An Eagle may not take Black Guardians.

The Shadow Hunter. 300 points.
The Shadow Hunter is a Warp Hunter, piloted by an ancient Exarch, rumoured to have the powers of a Phoenix Lord, however, due to his elusive nature only his awesome psychic presence would lend support to this idea. The Shadow Hunter's moves partially, or wholly, through the warp and has the following exceptions and additions over a normal Warp Hunter:
- The Shadow Hunter is unique and only one may be fielded at any time, in addition no extra vehicle upgrades may be given.
- Ballistics skill is 7 and ignores cover.
- The Shadow Hunter may Deep Strike.
- The Shadow Hunter has the following vehicle upgrades: Vectored Engines, Spirit Stones, Holo-Field and is armed with an under-slung Star Cannon.
- The Shadow Hunter is always treated as having moved at Combat Speed, regardless of distance travelled. (Comment: please note that this also means he can not claim cover saves from movement)
- Should the Shadow Hunter ram a vehicle, the Shadow Hunter's damage to the enemy vehicle is treated as having come from a D-Cannon.
- Should the Shadow Hunter be destroyed (and sub-result), the vehicle is instead removed from the table, leaving no wreck and causing no explosion.

Elite.
War Walker. 35 points per model.
The War Walker is as described in Codex: Craftworld Eldar, with the following exceptions:
- The War Walker is ballistics skill 4

Wasp. 45 points per model.
The Wasp is as described in Imperial Armour 11, or Forge World's test rules.

Troop.
Falcon. 125 points.
The Falcon is as described in Codex: Craftworld Eldar, with the following exceptions:
- Crystal Targeting Matrix: Complex targeting patterns allow a Falcon to fire all of it's weapons as one. The Falcon ignores the weapon firing limitations for vehicle movement when moving at cruising speed.
- Vyper Wingmen: Up to two Vypers may be added as squad members for +25 points per Vyper. Should the Falcon be equipped with a Star Engine, the Vypers, too, must be equipped with one.
- Black Guardians: The Falcon may be given a squad of Black Guardians for 72 points.

Wave Serpent. 90 points.
The Falcon is as described in Codex: Craftworld Eldar, with the following exceptions:
- Vyper Wingmen: Up to two Vypers may be added as squad members for +25 points per Vyper. Should the Wave Serpent be equipped with a Star Engine, the Vypers, too, must be equipped with one.
- Black Guardians: The Wave Serpent may be given a squad of Black Guardians for 72 points.
- Wraithguards: The Wave Serpent may be given a squad of Wraithguards for 150 points.

Hornet. 55 points per model.
The Hornet is as described in Imperial Armour 11, or Forge World's experimental rules.
- Hornets, regardless of being equipped with Star Engines, are always a Troop choice.

Fast Attack.
This section is intentionally empty. Vehicles may be upgraded to this section through the use of Star Engines.

Heavy Support.
Fire Prism. 125 points.
The Fire Prism is as described in Codex: Craftworld Eldar.
- Vyper Wingmen: Up to two Vypers may be added as squad members for +25 points per Vyper. Should the Fire Prism be equipped with a Star Engine, the Vypers, too, must be equipped with one.

Night Spinner. 115 points.
The Night Spinner is as described in White Dwarf 2010 July issue.
- Vyper Wingmen: Up to two Vypers may be added as squad members for +25 points per Vyper. Should the Night Spinner be equipped with a Star Engine, the Vypers, too, must be equipped with one.

Warp Hunter. 125 points.
The Warp Hunter is as described in Imperial Armour 11, or Forge World's experimental rules.
- Vyper Wingmen: Up to two Vypers may be added as squad members for +25 points per Vyper. Should the Warp Hunter be equipped with a Star Engine, the Vypers, too, must be equipped with one.

P.S. I wanted to add a farseer/warlock HQ vehicle, but can't come up with a good concept beyond that.

I really need to stay away from the 40K forums.

Lost in the warp while searching for a new codex

Would be awesome but maybe a little too powerful?

This would pretty much be Razorspam equivalent on steroids. At 200pts the Falcon will be BS 4 with holofields and an extra EML.

How many Black guardians in a squad? Would anyone take them when they cant capture objectives?

You might be missunderstanding the context of a HQ unit here Mahtamori - A hero unit that falls into this caliber is naturally supposed to be hard as nails and really elite stat-wise, but a ballistic 6 tank is ludicrous when considering what damage a Falcon can put out anyway.

Sphynx: How would you put the points? Keep in mind that a Falcon in 4th edition codex for 5th edition rules isn't worth it's points by a long shot, although the Falcon in this list is improved with a Machine Spirit Light.

Yes, it does contain the best units in the Eldar codex, except the Fire Dragon and Farseer, so compared with the normal codex it is the holy Grail. How about if you would compare it to BA or SW, though?

Compare that Falcon to a Storm Raven, though.

5 Black Guardians. They are a bargain when compared to a normal Guardian squad, but I am doubtful myself. I just don't want to see a similar list that just takes the easy, dumb, choices (FDs and DAs)

I really need to stay away from the 40K forums.

How 'bout putting a farseer in a War Walker?

WS 5 BS 5 S 5 Armour: 10 all round I 5 A 2

Unit Type: Walker

Special Rules: IC, Psychic Powers, Scout

Wargear: A Farseer War Walker is armed with two weapons chosen from the following list: Starcannon, Eldar missile launcher, scatter laser, shuriken cannon, bright lance (points as per Codex: Eldar, p. 66

Options:
A Farseer War Walker may be given any of the following: Runes of Warding (points as per Codex: Eldar, p. 60), Runes of Witnessing (Idib.), Spirit Stones (a combination of points and effects as per Codex: Eldar p. 60 and 66)

A Farseer War Walker must be given between one and four Farseer Psychic powers from the wollowing list: Doom, Eldritch Storm, Fortune, Guide, Mind War (points as per Codex: Eldar, p. 60)


Then, ofcourse, you could create a Warlock War Walker retinue in a similar fashion.
