Can a model with transfixing gaze (a slaaneshi demon power that makes one unit in base to base lose an attack) reduce a model to 0 attacks? Most similar wargear have a statement saying it reduces A to a minimum of 1, but the transfixing gaze doesn't so I play it that way.

I take it on my keeper when I have points to spare and it has came up a few times.

The rulebook says no modifier may lower a characteristic below 0. Nothing prevents you from lowering it below 1, unless otherwise stated.
