Just play, come up with a list with the stuff that works well for you and then ask help for fine tuning - you then end up with a list that suits you and that you are happy to slaughter enemies with.
You have given a nice amount of information but I am still guessing weapons.

One option would be:
HQ
Dante
Librarian shield then maybe rage, jump pack 125
Honour guard with 4 flamers, 4 meltas and blood champion

Troops
5 Guard banner IP,PF,masks. these guys have a huge weight on their shoulders in this list.
10 assault marine PF, 2 meltas
10 assault marine PF, 2 meltas

Fast
Venguard veterans - with stuff. I can never decide what is best so what ever weapons your models have. They will need to be antitroop so imagine you want to kill longfangs with them.
