What are you trying to accomplish here? Other than fielding a bunch of SoB? Because you have done a good job of making as terrible a list as I can think of.

Fluffy for sure, fun ? why not, and a theme no doubt, but with the new WD codex rules you'll need some serious tweaking to have a chance at a competitive level.

Well, if you wanted to field whatever, you didn't need Dakka's approval. If you want some minor modifications for improved effectiveness:
Ditch the flamers on the Command Squad, give them two multimeltas, and put them in a Rhino.
Swap the Rets to Heavy Bolters or Heavy Flamers.
Ditch the Heavy Bolters in the troops squads. Take meltaguns, flamers, or heavy flamers instead.
The next step is to cut the Celestians because the whole unit entry is worthless.

The celestials and the seraphim as equipped are garbage units. Drop them both. Your command squad and the mini devs are mind boggling. Your sisters units. . . Well. . . Youre stuck with those. The exorcist looks like a good choice though. My only advice with the new dex is max exorcists and max melta dominions. It's worked for me so far. . .and Celestine, she's a bag if lolz.

Oh.
That is a VERY disappointing result.
The Seraphim were, I'll admit, a point sink. I just had 80 points left. The Celestians could do with a wargear overhaul, I suppose.
The idea was that the army would close in rapidly using the Rhinos, Immolators etc, and then unleash firey doom once it got close. I guess if I'm going to keep the heavy bolters they don't need to be mechanised. Maybe more flamers...Hmm.
The Retributors were in there because I thought I was low on anti-tank units, and 4 multi-meltas would be rather terrifying.
Perhaps some Penitent Engines would be a good choice? They look pretty good.
I must admit I just wrote this ist for the sake of writing it. I love Sisters of Battle.
And what exactly is so awful about Celestians? They just seem to be Battle Sisters with a few improvements, which hardly sounds all that bad to me.

Celestians are given a cc special ability and multiple attacks in cc but suck by design because of Str, Tou, and IN 3. Garbage units. You really don't have any reliable antitank, in fact. Penitent Engines are complete trash. More than two times more expensive than a killer kan, less armor, less options, open topped, and it has rage. . .so enjoy chasing that empty rhino all game long. . .*sigh*

ok, a couple of constructive criticisms.
1. as for sisters these days, the HQ to go with is either Celestine or Uriah Jacobus. Jacobus is amazing with a proper conclave, and celestine's new rules and points costs make her pretty pimp. I've tried using canoness and command squads, with fairly mediocre results.
2. Celestians try to do everything, and fail at being even so-so at anything. They just aren't worth it.
3. Exorcists are amazing, i cannot say it enough. I sometimes take 3, but never less than 2. Which leads me to...
3. Retributors in the WD 'dex are awesome. 4 rending heavy bolters at their cost makes for some great anti-horde at a bargain.
4. Serephim, if you don't mind paying for a kamikaze unit, are awesome. (i use them as kamikaze anti-tank, and in this dex or the last, they've only let me down once).
5. Paying for close combat upgrades (apart from melta bombs) with the sisters dex is a bad option. Eviscerators, power weapons, etc. just mean you're spending less points on flame and melta, which is what sisters excell at.
Hope some of this helped Automatically Appended Next Post: as for why celestians are so bad, one f the problems is that they are a unit that costs more for a statline that is better at close combat, but which then offers, sergeant aside, no close combat weapon upgrades. in addition, with rare exceptions (the only viable one i've really seen being battle conclaves) you do not want your girls in melee. PERIOD. Get up there, flame them, melta them, and move on before melee happens. That's why sisters are challenging to play these days, because their optimum combat distance is 12-4 inches for their basic squads. the only ones in this dex who can really break this rule are exorcists, rets with heavy bolters, and battle conclaves

Ok, fair enough. I must admit this was a very fluffy list. I'm thinking of de-mechanizing the army in favour of more long-ranged weaponary, and possibly beefing up the Seraphim. The Canoness is staying, as I want to have my own character, and not just a special character or proxy, but I might re-arm her. Retributor squad Mikaela will get some heavy bolters instead of multi-metas.

Erm...
I thought the idea with Sister of Battle was to keep them out of close combat? Surely if they were a CC army it would make sense to mechanize them?
I'm confused...

Sisters are as soft and squishy as guardsmen, except for the power armour. So put them in a steel box so that they dont get shot at, while they are shooting/melta'ing/flaming out of it. I can only echo that if they get caught in combat by any proficient CC unit... or even most units... you will have a bunch of dead sisters. Penitent engines are fun if you field three squadrons of three, as target saturation means they probably will get in. Exorcists are very good indeed. But they will be a high target priority for most opponents.
