Piercing shots work like this. Say a SM aimed his lascannons at a model with a toughness of 5. If the model dies, a strength 4 lascannon shot is fired at the next target ( reason is because the lascannon is strength 9, and by subtracting the toughness of the opponent from the strength, we get a strength 4 las shot) the next shot sought of works like JoTWW or blood lance

First off, it's hard to take someone serious who's sig is 90% emotes.

Second, bullets (lasers, whatever) don't work that way

Lascannons are Pulse Lasers, not beams, so all their energy would strike a target at once. Weapons with Lance, you could make a case for, but this would be unnecessarily complex.

But say a lascannon shot was directed at a gretchin, of course it will pass through the gretchin and hit the thing behind it

Do you know what a Pulse Laser is? It's a Laser that emits a single, momentary burst of light, not a beam. This burst of light is enough to punch through tank armor, but it's a single burst, requiring cooldown between shots(Heavy 1) It wouldn't pass through the Gretchin; all the matter in the Gretchin would be vaporized, but the energy would go towards killing the weedy little bugger, not punching through it. Any spare energy would be reflected by the grot or absorbed by the air.

As already stated, this rule wouldn't be suitable for most weapons, especially projectile and las-weapons.

But aside from Lance weapons, I could see it being a special rule for something like Tau Railguns/Railrifles.

I could also see this being used in multi-melta's. That's a beam of super-heated air and chemicals could easily go through the poor grot and hit the guy behind him.

Maybe railguns and lance weapons and possibley vanquisher shots.
but las weapons are pulse and thus only last one second at best.

A case could be made for SOME types of weapons, but even then I'd have to majorly go against this one just because of the complexity involved. All the dice rolls already take long enough. Now you would have to draw a direct line to the enemy behind your enemy for every high strength shot.

The idea itself isn't a BAD one, it just needs reworked. For instance, perhaps you could come up with a single weapon that was capable of doing this, kind of like the Eldar Vibro Cannon. Just make sure you work out the fluff for the weapon right and dont give it to every guy in the army as it may seem cool, but it would just be REALLY annoying.
