Question,

Lets say I move my stormraven at combat speed , which allows me to fire all of my weapons. And since power of the machine lets you shoot a weapon at a different unit, can I fire my twin linked weapons and 3 of the 4 bloodstrike missles at one unit, and fire the remaining bloodstrike missle at a different unit all on one turn, hypothetically?

Yes that is legal, but you are better off shooting all 4 Bloodstrikes and the Twin Linked Assault cannon at one target, and shoot the Twin Linked Multi-Melta at another unit (Since twin linked will most likely hit).
