Usually a reinstall would work but im guessing you are trying to avoid that.

Tbh a fresh install is all i can think of atm.

Providing you move your saves to say your desktop then reinstall Oblivion then yes you will keep them.

The main hassle for me with Oblivion reinstalls is that I need to get all my mods installed which can take a while.

The saves should be under documents\My Games\oblivion.

It may vary from XP to Vista to 7 though.
