Couldn't find it in my rulebook, probably just blind, but if you shoot a small blast template at a tank does the hit count as wherever the template is on the tank or does it hit from the directions its being shot at?

If it is a regular blast weapon, it hits the facing that the firing unit is in when it shot at the tank.

unless it's a barrage weapon, I think. in which case, it always hits the side armour [even if you're shooting it in the rear!]

I think.

also, remember that that little pieplate's hole must be over the model somewhere, else you strike at S/2

No the half strength is only for units with an armor value, anything infantry jetbike or whatnot gets hit with the regular strength shot.

You only use 1/2 str against vehicles. everyone else takes the full force.

This makes high str Blast weapons fairly poor anti-tank weapons because there is a decent chance that you will end up with a useless shot. This varies depending on the size of the vehicle(its difficult to miss a Landraider or Monolith)

It's not too bad if you're only BS3 (drops from 50% chance to hit something, to 45% if you allow for up to 1" of scatter) or lower, but yeah, for higher BS values blast weapons become progressively worse for hitting vehicles.
